Niagara will not enter stage three of reopening later this week.

Premier Doug Ford says most of the province will be able to move on to stage three this Friday except for Niagara, Hamilton, Haldimand-Norfolk, Toronto, York, Durham, Peel, Halton, Windsor-Essex and Lambton.

"We we all know these regions entered stage two later on so we need just a little more time. I want the people in these regions to know that we won't leave anyone behind and we will provide an update every Monday on regional reopenings."

Stage three includes the reopening of indoor dining rooms, bars, movie theatres, gyms, casinos and rec centres.

Live shows, sporting events and tour and guide services will also be able to resume.

Ford says stage three also includes new limits on public gatherings.

"The new limits will allow up to 100 people to gather outdoors and up to 50 people indoors. At all times during these gatherings people must continue to practice physical distancing with those outside their social circle."

Minister of Finance Rod Phillips says almost all businesses will be able to reopen in stage three as long as they follow COVID-19 protocols.

He adds almost 99 percent of the economy will be available to reopen, but he says no business should reopen unless it feels safe to do so.

Education Minister Stephen Lecce says the province will also allow up to 15 children in our child care centres as of July 27th in order to help parents go back to work.

He adds strict health and safety protocols will remain in place and he is planning to release more information regarding Ontario's back to school plan in the near future.
