Niagara Regional Police have charged a man from British Columbia with kidnapping and theft of a motor vehicle.
Officers were called out to a gas station in the Drummond Road and Morrison Street area, at around 6:30 p.m. on Saturday.
Police say the 43-year-old man approached two women asking for a ride.
When they refused he allegedly got inside the car and drove away with one of the women still inside.
He drove a short distance before stopping and attempting to run away on foot. He was arrested shortly afterwards.
The man had a bail hearing in St. Catharines yesterday.
