Police have arrested a man and a woman, after a dog was found dead in St. Catharines.
The NRP says the 14-month-old dog was strangled after it was left tied to a railing in the Welland Ave and Clark Street area.
Officers found the body early yesterday morning.
A 28-year-old man and a 46-year-old woman have both been charged with causing unnecessary suffering to an animal.
The man has also been charged with failing to comply with probation.
