Teachers will work-to-rule in Niagara schools, starting next week.
The Ontario Secondary School Teachers' Federation has announced a work-to-rule campaign starting next week.
Elementary teachers will begin work-to-rule job action on Tuesday, after that union moves into legal strike position on Monday.
Both unions will target administrative tasks like not participating in standardized testing and unpaid staff meetings.
The unions say the work-to-rule campaign will not affect student learning or safety.
