Teens Included in Niagara Drug Arrests

Police have been targeting downtown St. Catharines

Nine people, including a 17-year old boy, arrested as police work to stop sales of illegal drugs to vulnerable people in downtown St. Catharines.

Since July, the NRP has been working its Street to Source initiative, going after the sellers, while also running its Open-Air Drug Use initiative, in which police direct addicts to community services.

259 people have been arrested since October, police finding the following:

  • 65 grams of suspected Fentanyl (street value $6500)
  • 325 hydromorphone tablets (street value $1625)
  • 19.4 grams suspected cocaine (street value $1940)
  • 2.1 grams suspected crystal methamphetamine (street value $168)
  • 32.6 grams MDMA (street value $1141)

The latest list of arrests include:

27-year-old Tristan MCDOWELL of St. Catharines is charged with the following criminal offences:

Traffic in Schedule I Substance (fentanyl)
Possession of a Schedule I Substance for the Purpose of Trafficking (fentanyl)
Fail to Comply with Probation Order


64-year-old Robert SMYTH of St. Catharines is charged with the following criminal offences:

Traffic in Schedule I Substance (cocaine)
Possession of a Schedule I Substance (hydromorphone)
Possession of a Schedule I Substance for the Purpose of Trafficking (cocaine)


61-year-old Carmen MICIELI of St Catharines is charged with the following criminal offences:

Traffic in Schedule I Substance (hydromorphone)


54-year-old Richard ALLIGOOD of St Catharines is charged with the following criminal offences:

Possession of Proceeds of Property Obtained by Crime Under $5000
Traffic in Schedule I Substance
Possession of a Schedule I Substance for the Purpose of Trafficking (3 counts)


45-year-old Trevor HUBERT of St Catharines is charged with the following criminal offences:

Possession of a Schedule I Substance for the Purpose of Trafficking (fentanyl)
Possession of Proceeds of Property Obtained by Crime Under $5000
Possession of Prohibited Weapon
Breach of Weapons Prohibition
Fail to Comply with Undertaking


33-year-old Harmony MARYNISSAN of Niagara Falls is charged with the following criminal offences:

Traffic in Schedule I Substance (fentanyl)
Possession of a Schedule I Substance for the Purpose of Trafficking (fentanyl)
Possession of a Schedule I Substance (hydromorphone)


18-year-old Ayden MURPHY of Burlington is charged with the following criminal offences:

Possession of Proceeds of Property Obtained by Crime Under $5000
Possession of a Schedule I Substance for the Purpose of Trafficking (fentanyl)


19-year-old Isaiah LUCAS-ROY of Ancaster is charged with the following criminal offences:

Possession of Proceeds of Property Obtained by Crime Under $5000
Possession of a Schedule I Substance for the Purpose of Trafficking (fentanyl)


A 17-year-old male from Burlington, who cannot be named under the provisions of the Youth Criminal Justice Act, is charged with the following criminal offences:

Possession of Proceeds of Property Obtained by Crime Under $5000
Possession of a Schedule I Substance for the Purpose of Trafficking (fentanyl)
Traffic in Schedule I Substance (fentanyl)


MCDOWELL, SMYTH, MICIELI, ALLIGOOD, HUBERT, and MARYNISSAN were released on a Form 10 Undertaking with a future court date.

MURPHY, LUCAS-ROY, and the 17-year-old Male remain in custody and are scheduled to attend a bail hearing on Wednesday, August 26, 2026, at the Robert S. K. Welch Courthouse, located at 59 Church Street in St Catharines.
