The Thorold Tunnel will remain open to two-way traffic over the winter.
Officials with the Ministry of Transportation met with the Niagara Region and the City of Thorold on Monday.
They had to find a solution for winter maintenance.
A standard snowplow will not fit in the tunnel, thanks to the barrier that separates east and westbound traffic.
But closing the tunnel to only one-way traffic would cause major headaches for Niagara drivers.
In the end all parties decided that the best course of action, would be to use two smaller snowplows to clear snow out of the tunnel. They will be provided at the ministry's expense.
But they might have to fully close the tunnel every once in a while, because the smaller plows might not be able to keep up with very heavy snow fall.
If this does happen; the MTO, the Region and the Cities of Thorold, Niagara Falls and St. Catharines will work together to effectively communicate with local residents.
The MTO would also put up signage in the area, and layout a detour route.
