The Garden City is putting out half a million dollars for a new road.
St. Catharines is looking to build a new municipal road to give better access to the GO Station near Ridley College.
The road would be built on lands owned by the private school.
The city says it would also protect residential areas from traffic.
The city, Ridley College and the Niagara Region have signed a Memorandum of Understanding to work together on plans for the road.
Construction of the road would begin in 2020, or 2021.
Metrolinx expanded regular weekday service into the Region in January, with stops in St. Catharines and Niagara Falls.
