Province has over 18,000 active cases
With the highest number of cases in the country, Premier Jason Kenney has declared a state of public health emergency and reinstated restrictions he lifted on July 1st .
His United Conservative government has reintroduced limits on gatherings, and is working on a vaccine passport system.
With 289 patients in intensive care in a system set up for 173, Kenney admits the province may run out of staff and intensive care beds within 10 days.
Federal Health Minister Patty Hajdu says Ottawa is ready to help.
