The Lincoln County Humane Society was called in after someone found a dead deer with a rope tied to its leg in Port Dalhousie.
It was found along the Lake Ontario shoreline on Friday.
The LCHS has since removed the body.
The Ministry of Natural Resources has launched an investigation into the matter.
