In response to community concern about fights, criminal activity, theft and weapons in stores, police focused on 14 places with the 3P, or Past the Point of Purchase, Shoplifting Initiative.
The arrests were made between September and this month, leading to 71 charges.
Police add 38 people were cleared under a lesser statute.
Police found almost $20,000 in stolen merchandise, of which over $12,000 was returned to the stores for resale.
