Seven municipalities have agreed to proposal
Thorold councillors voting in favour of having the region assume control of all municipal transit services, merging them into one run by the region.
The plan must be approved by the majority of municipalities with the majority of electors to move forward.
So far Welland is the lone hold out refusing to vote on the plan until some outstanding issues are addressed.
