Apartments Planned for Old Gun Club Site

City of St. Catharines working with developer so construction can start on 4 buildings, he'd like to apply for retroactive cleanup costs

Another step closer for a developer to get four apartment buildings put up at the former gun club site on Glendale Avenue in St. Catharines.

City council approved that Lally Homes can apply for site cleanup costs be taken care of through the Community Improvement Plan.

Councillor Jackie Lindal acknowledged this will help Lally get construction started sooner.  "Can at least try and get the land cleaned up, so when June shows up next year, they can start building on it.  I understand that we can't guarantee that they'll get any remediation funds for this, but they're taking on the cost."

Developer John Lally told council zoning approval delays can mean construction won't start until 2027.

He is also going to pay for cleanup to get the work moving.  "If we with the FastTrack program, can begin next summer, or even 3rd quarter of next year, we can have this built out within a year with the FastTrack system, and Stubbe's, like, actually people moving in during the summer of 2027."

Current CIP rules mean retroactive reimbursement is not available, but the city is looking at that.
