Over 15,000 Bills fans have signed the petition.
The petition was started after New York Governor Andrew Cuomo said he plans to be one of the 6772 fans allowed in attendance for this weekend's playoff game at Bills Stadium.
Last week, Cuomo announced plans to allow a limited number of fans to attend the game.
Fans must have a negative COVID-19 test 72 hours before attending the game, and social distancing protocols will be in effect.
