Niagara Falls City Council has approved an Operating Budget for this year.
Director of Finance Tiffany Clark says it includes a deficit of $2.4-million and a levy of 3.53 percent.
"I do think this a good budget to capture council's objectives and initiatives. It helps capture that missed inflation and we've got a lot of great stuff in this budget."
Clark says the average homeowner will feel the impact on the city's portion of their property tax bill, to the tune of $64 annually.
That works out to about $5.31 monthly.
