There have been nine Integrity Commissioner investigations at Niagara Falls City Hall over the past five years.
This has cost the city $273,841 and most of that money has been spent during the current term of council.
Councillor Vince Kerrio says this is absolutely horrendous.
"We've been given the task to deal with policing ourselves through our code of conduct but we don't have the tools needed to deal with certain things like repeat offenders or individuals who seem to think that the rules don't apply to them.
Council has decided to send a copy of this report to the Ministry of Municipal Affairs.
