The new restrictions are part of the effort to prevent more infectious COVID-19 variants from spreading.
For weeks, Prime Minister Justin Trudeau has been warning Canadians they could be stuck outside the country at any time, and has urged people to cancel any non-essential trips.
Among the measures likely to be announced is a requirement that anyone returning from abroad must quarantine for two weeks in a hotel, at their own expense.
