Premier Doug Ford and Toronto Mayor John Tory among those sanctioned by Russia.
The Russian Foreign Ministry has placed sanctions on another group of prominent Canadians.
Sixty-one people have been named in the latest round of sanctions, including senior government officials, military personnel and journalists.
The Ministry says the move was made in response to anti-Russian sanction imposed by officials in Ottawa.
Those barred from entering Russia include Premier Doug Ford, Mayor John Tory, Bank of Canada Governor Tiff Macklem, and Bob Rae, Canada's ambassador to the United Nations.
The sanctions also target military officials such as Vice-Admiral Craig Baines, who is commander of the Royal Canadian Navy, and media personnel including the editor-in-chief of the Globe and the president and CEO of CBC.
The ministry says the individuals have been barred from entering Russia for an indefinite amount of time.
