The SIU has found no reason to charge the NRP after an arrest in Welland.
A 38-year-old man was arrested at his home on Second Street back in January.
Officers grounded him which resulted in a cut above his eye.
He was taken to hospital afterwards where he was diagnosed with a concussion.
The man also had a fractured rib but the doctors couldn't determine if it was a new fracture or an old one that was in the process of healing.
