A man from Western New York was driving the car that didn't stop at the Rainbow Bridge.
The vehicle had Florida plates and it blew past Canada Border agents and into Niagara Falls.
The car tried to escape police and crashed into a cruiser in the area of Kitchener Street and Second Avenue on Wednesday afternoon.
It caused about $8,000 in damage to the police car.
Officers also found some prescription pills.
The 33-year-old man from North Tonawanda was arrested and taken to hospital, where he bit a nurse.
He faces a total of seven charges including flight from police, impaired driving and assault.
