Pets Not Allowed at Thorold Cemeteries

Mayor Terry Ugulini had to be the deciding vote for a split council

An evenly divided Thorold city council choosing against allowing animals and pets onto city owned cemeteries, Mayor Terry Ugulini breaking the tie.

Councillor Carmen DeRose said dogs do their business on graves, and people have complained to him of seeing dogs being trained at cemeteries.

But, after hearing pets are like family for some people, Councillor Anthony Longo was torn.  "My personal feeling is that I don't really have an opinion, one way or the other here.  It doesn't really bother me, but I can understand it bothers other people... not sure how I'll vote."

City staff add other Niagara cities have a similar by-law.

Some councillors argued pets should not be allowed onto such a sacred place.

The mayor noted a compromise other cities have in by-laws.  "Dogs are not allowed on the grass areas, which would alleviate the concerns that Councillor DeRose has.  They're only allowed on the paths and the road, and that's in a lot of them."

Guide dogs are an exception.
