'Bernardo Bill' Defeated in Ottawa

Niagara Falls MP Tony Baldinelli's bill would've kept Paul Bernardo, and other dangerous offenders, in maximum security, not medium

A 190-133 vote this afternoon has defeated Niagara Falls MP Tony Baldinelli's attempt to keep dangerous criminals like Paul Bernardo in maximum security, instead of medium.

Last night during 2nd reading debate, Niagara South MP Fred Davies, frustrated, said this should have been dealt with long ago.  "In my riding of Niagara South lies Gibson Lake, in the City of Thorold.  Every time I cross the bridge over that water I think of Kristen French and Leslie Mahaffy.  I cannot cross it without remembering that lake is where Paul Bernardo discarded the remains of 2 innocent young girls."

However, focusing heavily on rehabilitation, Liberal Tom Osborne explained why criminals can leave maximum security, if deemed safe to do so.  "They offer fewer opportunities for offenders to access the programs required, such as education, domestic violence and substance abuse treatment, and jobs and skills training, to address their criminality."

He added what could happen without going through medium security.  "Without any chance of rehabilitation.  Furthermore, limiting access to the programs that criminals require, to address their criminality, would ultimately make our institutions less safe."

Tony Baldinelli said Corrections Canada called Bernardo a psychopath.  "This bill clearly targets the worst of the worst of dangerous criminals in Canada.  Do these Liberals truly believe Paul Bernardo should be, or deserves to be rehabilitated?"

Liberals accuse Baldinelli's bill of being about sound bites.
